Establishes a new prohibition against driving motor vehicles with mufflers that noticeably increase noise above factory levels on public highways in high-density areas.

Authorizes police officers to conduct examinations and inspections of vehicle mufflers in high-density areas if they have probable cause to believe a violation exists.

Sets fines of $100-$300 for violations of the new high-density area muffler prohibition, with fines issued via summons or citation.

Increases fines for moped violations in high-density areas to a maximum of $300, compared to $100 for violations in other areas.

Defines "high-density area" as a census-designated place with a population of 13,000 or more located in a county with a population of 500,000 or more.
