Authorizes the Department of Health to require all restaurants and hotel establishments to maintain an available inventory of opioid antagonists for emergency response purposes.

Permits law enforcement officers to carry opioid antagonists while on duty, with funding for county law enforcement purchases coming from county general revenues or the county's share of opioid litigation proceeds.

Adds a definition of "law enforcement officer" as any public servant employed by the State or county vested with duty to maintain public order, make arrests, or enforce criminal laws.

Clarifies that emergency medical technicians, law enforcement officers, firefighters, and lifeguards are authorized to administer opioid antagonists to individuals experiencing opioid-related drug overdoses.

Takes effect on December 31, 2050.
