Amends Section 78-27 of Hawaii Revised Statutes to allow state governmental units to participate in temporary employee interchanges with private sector organizations, including nonprofit and for-profit entities, in addition to existing governmental agencies.

Establishes a maximum term of four continuous months for any temporary employee interchange between a state agency and a private sector organization.

Adds definitions for "receiving agency" (any governmental or private sector organization participating in the interchange), "sending agency" (governmental agency providing the employee), and "temporary employee interchange" (temporary assignment or exchange of employees between employers).

Maintains existing protections that employees on temporary interchange remain entitled to the same rights and benefits as other employees of the sending agency, and that receiving agencies cannot consider detailed employees as their own employees except for disability or death benefits.

Takes effect July 1, 3000.
