Establishes a Waianae transportation task force within the department of transportation to develop alternate routes on Oahu's westside and improve public safety and traffic flow.

Task force shall partner with the state department of defense to repair, maintain, and reconstruct Kolekole pass for two-way traffic.

Task force shall partner with the city and county of Honolulu to permanently open the Waianae Coast emergency access road for public use and explore additional alternative routes.

Task force to be chaired by the director of transportation and shall include representatives from the United States military and city and county of Honolulu's department of emergency management.

Task force must submit findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the 2025 regular legislative session.
