Requires the Legislative Reference Bureau to conduct a feasibility study for establishing a state lottery in Hawaii

Study must examine the positive and negative effects of state lotteries in other states

Study must analyze estimated revenues generated by state lotteries and cost estimates for implementation in Hawaii

Legislative Reference Bureau must submit findings, recommendations, and any proposed legislation to the legislature no later than 20 days before the 2025 regular session convenes

Takes effect upon approval
