Amends Hawaii Revised Statutes Section 571-11 to change family court jurisdiction language for juvenile offenders from "may be taken" to "shall be taken" by the court.

Requires the family court of the circuit where a minor resides, is living, is found, or where the offense allegedly occurred to exercise mandatory jurisdiction over minors alleged to have committed violations before age eighteen.

Applies to violations or attempted violations of any federal, state, or local law or county ordinance committed by persons under eighteen years of age.

Takes effect upon approval.
