Establishes a complaint registry maintained by the Department of Health containing records of all complaints filed against state-licensed home health agencies.

Requires the Department of Health to make the complaint registry publicly available on the Office of Health Care Assurance's website.

Directs the Department of Health to adopt administrative rules under Chapter 91 to implement the complaint registry requirements.

Defines "home health agency" as a public, proprietary, or nonprofit organization providing skilled nursing services and therapeutic services to homebound patients on a part-time or intermittent basis under physician direction.

Takes effect upon approval.
