Repeals statutory language that gave the Director of Finance discretion to use moneys in the Hawaii ABLE Savings Program Trust Fund when accepting deposits from contributors instead of sending them directly to the ABLE program manager.

Authorizes the Director of Finance to expend moneys from the Hawaii ABLE Savings Program Trust Fund to provide incentive payments to Hawaii public school ABLE account owners to encourage participation and savings.

Appropriates funds from general revenues for fiscal year 2024-2025 to be deposited into the Hawaii ABLE Savings Program Trust Fund.

Appropriates funds from the Hawaii ABLE Savings Program Trust Fund for fiscal year 2024-2025 to the Department of Budget and Finance for incentive payments to ABLE account owners.

Appropriates funds from the Hawaii ABLE Savings Program Trust Fund for one full-time permanent position within the State Council on Developmental Disabilities at the Department of Health to provide statewide outreach, advocacy, and relationship management for the program.
