Amends Section 201B-7 of Hawaii Revised Statutes to modify requirements for Hawaii Tourism Authority contracts related to the Hawaii Convention Center facility.

Changes the effective date for convention center marketing requirements from January 1, 2020 to January 1, 2024.

Requires that the contract for management of the Hawaii Convention Center facility shall include marketing for all uses of the facility, rather than allowing marketing contracts to be issued separately.

Removes the word "high" from language describing technology business promotion as part of the authority's business destination marketing activities.

Takes effect on June 30, 3000.
