Establishes the Hawaii Sustainable Aviation Fuel Program within the State Energy Office to oversee transition to sustainable aviation fuels at state airports.

Requires the program to work with the Department of Transportation and fuel suppliers to establish a sustainable fuel portfolio standard with specific minimum percentages of sustainable aviation fuel at each state airport: 4% by 2025, 12% by 2030, 40% by 2035, 68% by 2040, 84% by 2045, and 100% by 2050.

Defines "sustainable aviation fuels" as synthetic fuels, biofuels from agriculture or forestry residues, algae, biowaste, used cooking oil, animal fats, and recycled jet fuels from waste materials, while excluding waste oils from palm and soy.

Requires the State Energy Office to submit annual progress reports to the legislature no later than 20 days before each regular legislative session.
