Appropriates funds from general revenues to the Hawaii Housing Finance and Development Corporation for fiscal year 2024-2025 to establish and hire Project Manager III positions for affordable housing development.

Targeted positions will support affordable housing projects on Maui (temporary and permanent housing, infrastructure loans), a leasehold project at University of Hawaii West Oahu, and the Mahelona transit-oriented development master plan on Kauai.

Declares that the appropriation will exceed the state general fund expenditure ceiling for fiscal year 2024-2025 under Hawaii Constitution Article VII and HRS sections 37-91 and 37-93.

Justifies exceeding the expenditure ceiling by determining the appropriation is necessary to serve the public interest and meets identified affordable housing development needs.
