Director of Finance shall issue special number plates recognizing the University of Hawaii Cancer Center to eligible Hawaii resident motor vehicle owners who complete application and pay required fees.

Special plate design must be established by the Director of Finance of Honolulu in consultation with other county finance directors, police chiefs, and the UH Cancer Center director, and must contain identifying words or images while maintaining standard size and visibility of required plate information.

Special plates cannot infringe on intellectual property rights, display obscene or degrading content, advertise commercial products, promote religious beliefs, or promote philosophies based on prejudice or contrary to state civil rights laws.

Director of Finance shall charge a special plate fee covering county costs plus a fundraising fee determined in consultation with the UH Cancer Center director; fundraising revenue shall be deposited in a separate county account for the Cancer Center.

Program may be revoked if fewer than 150 registered owners obtain special plates within three years of first issuance; plates may also be revoked if owners fail to pay renewal fundraising fees.
