Amends Hawaii traffic code to authorize the Director of Transportation and counties to prohibit or restrict stopping, standing, and parking of vehicles on highways and property under their respective jurisdictions.

Grants counties authority to issue traffic infractions for parking violations on all highways and county property, with fines deposited into the state general fund.

Prohibits counties from imposing additional penalties, civil charges, or rental fees in place of or addition to fines imposed by district courts for parking violations.

Authorizes police officers and designees of county chiefs of police to issue summons or citations for traffic violations not requiring physical arrest.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that began before the law's effective date.
