Designates the vice president for budget and finance and chief financial officer of the University of Hawaii as the chief procurement officer for the university, replacing the president in that role.

Amends Section 103D-203 of the Hawaii Revised Statutes to change the chief procurement officer designation for the University of Hawaii.

Legislature finds that the president serving simultaneously as chief procurement officer creates conflicts of interest and is inconsistent with practices at most major public higher education institutions nationwide.

Effective June 30, 3000, with an exception that amendments to Section 103D-203(a) shall not be repealed when that section is reenacted on June 30, 2024, per Act 8, Special Session Laws of Hawaii 2021.
