Increases the rental motor vehicle surcharge tax from $5 to $7 per day beginning July 1, 2024, with the $2 increase allocated specifically for the Lahaina bypass north project.

Authorizes the State Highway Fund to be used for construction, maintenance, and repair of the Lahaina bypass north as an additional permissible expenditure.

Maintains the existing annual $0.50 surcharge increases that occur each January 1 from 2022 through 2027.

Directs funds from the rental motor vehicle surcharge to construction and maintenance of the Lahaina bypass north, which the legislature finds will serve post-wildfire population growth and future development in the region including Hawaiian homelands and housing finance development projects.

Takes effect July 1, 2024.
