Requires health maintenance organizations operating in Hawaii to offer each enrollee a point-of-service plan option allowing access to out-of-network licensed health care providers without referral or prior authorization.

Permits HMOs to charge higher deductibles, copayments, and premiums for the point-of-service plan option.

Restricts out-of-network provider access to licensed health care providers located in the same county as the enrollee who agree to meet the HMO's established terms, conditions, fee schedules, utilization regulations, and quality standards.

Requires HMOs to provide enrollment opportunities in the point-of-service plan option at initial enrollment and during annual open enrollment periods, with written notice detailing financial costs.

Establishes an "any willing provider" law in Hawaii to prevent HMO discrimination against qualified health care providers meeting participation standards, benefiting the state's diverse communities.
