• Directs Hawaii Public Housing Authority to develop and construct permanent supportive housing for individuals exiting correctional facilities, those with severe mental illness or developmental disabilities, and those stepping down from institutional care settings.

• Requires Hawaii Housing Finance and Development Corporation to consider available federal low-income housing tax credits under Section 42 of the Internal Revenue Code to support construction costs.

• Mandates Hawaii Public Housing Authority to report annually to the legislature on the status of permanent supportive housing development and permits partnerships with government and non-government entities to provide supportive services.

• Appropriation shall not lapse before June 30, 2026; Act takes effect July 1, 2024.
