Proposes a constitutional amendment to Article X, Section 6 of the Hawaii State Constitution modifying the University of Hawaii Board of Regents appointment process.

Repeals the requirement that the governor appoint board members only from pools of candidates presented by the Candidate Advisory Council for the Board of Regents.

Allows the governor to nominate and appoint board members (subject to senate advice and consent) as provided by law, without restriction to advisory council candidates.

Retains existing requirements that board members represent geographic subdivisions of the state and that the board maintain exclusive jurisdiction over university internal structure, management, and operations.

Effective date set for June 30, 3000.
