Amends Hawaii Revised Statutes § 46-1.5 to authorize counties to sell private property through a "power of sale" after all notices, orders, and appeal proceedings are exhausted to satisfy unpaid civil fines related to that property.

Requires counties to adopt ordinances establishing the power of sale procedures before implementing this authority.

Allows counties to use revenues from property sales to pay unpaid civil fines that property owners have failed to pay, including fines related to unmaintained or "eyesore" properties.

Applies only after property owners have received full due process including reasonable notice, opportunity to correct violations, hearing procedures, and appeals before a power of sale can be exercised.

Takes effect upon approval.
