Prohibits unit owners, residents, tenants, guests, and persons acting on their behalf from harassing or interfering with board members, managing agents, resident managers, association employees, or contracted vendors while performing duties under Hawaii's condominium law or association governing documents.

Allows affected individuals to bring civil actions in district court for alleged violations, with courts authorized to issue injunctions, award damages, court costs, attorneys' fees, or other appropriate relief.

Requires condominium boards to promptly schedule a meeting to assess and review reported violations, with authority to take immediate action when violations involve health, life, or safety concerns.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the law's effective date.
