Clarifies proxy voting deadline for planned community associations as 4:30 p.m. Hawaii-Aleutian Standard Time on the second business day before the meeting date.

Requires boards intending to distribute proxies for director elections to post notice at least twenty-one days in advance.

Permits owners seeking board nomination to submit a statement of qualifications not exceeding one single-sided 8.5" x 11" page in black text on white paper.

Allows longer statements to be provided electronically (up to 100 kilobytes) if the board's notice indicates statements will be available on the Internet.

Effective July 1, 3000.
