Requires the Department of Accounting and General Services to install at least one automated external defibrillator on each floor of every state building by January 1, 2025, with appropriate signage indicating locations.

Mandates the department notify emergency services providers of the existence, location, and type of each installed automated external defibrillator.

Requires the department to provide training on automated external defibrillator use for employees and security staff of the governor's office, lieutenant governor's office, state legislature, Department of Education, Department of Law Enforcement, and Department of Corrections and Rehabilitation, following American Heart Association or Red Cross standards.

Requires the department to conduct periodic inspections to maintain all automated external defibrillators in operative condition and replace or repair defective units per manufacturer guidelines.

Appropriates unspecified sums from general revenues for fiscal year 2024-2025 for installation, maintenance, and training costs, with an effective date of July 1, 3000.
