• Requires rent charged for astronomical observatory leases on Mauna Kea to be commensurate with rents charged for similar astronomical observatories globally.

• Prohibits reserved viewing or observing time from being accepted in lieu of rent in leases negotiated by the Mauna Kea Stewardship and Oversight Authority.

• Maintains the existing requirement that at least 7% of total viewing or observing time be reserved for the University of Hawaii, with priority given to projects involving Hawaii students and the University of Hawaii at Hilo Imiloa astronomy center.

• Takes effect upon approval.
