Amends Section 141-42(c) to apply the $10,000 fine penalty to any violation of hemp production requirements, not just growing without a USDA license.

Modifies Section 141-42(g) to prohibit the state from requiring inspections or sampling of hemp that duplicate those required by the United States Department of Agriculture.

Repeals requirement in Section 141-43(a) for the Department of Agriculture to adopt rules addressing nuisance issues such as smell, noise, and excessive lighting from hemp growers in prohibited areas.

Takes effect on July 1, 3000.
