Requires the Department of Agriculture, in cooperation with the Office of the Governor, to update and supplement the 2020 strategic plan to double local food production and exports by 2030.

Updated strategic plan must include specific, measurable, achievable, relevant, and time-bound goals with a phased framework, baseline data, and actions that minimize financial risk to Hawaii producers.

Strategic plan must address land development costs, virus-resistant seeds for new farmers, food distribution hub infrastructure, aquacultural operations, and expansion of the Hawaii Healthy Food Incentive Program to seniors, teachers, and first responders.

Department of Agriculture must submit a report with findings, recommendations, and proposed legislation to the legislature no later than 20 days before the 2025 regular session convenes.

Appropriates $600,000 from general revenues for fiscal year 2024-2025 to fund the updated strategic plan, effective July 1, 2024.
