Deletes the term "enhanced" from Chapter 138, Hawaii Revised Statutes, to allow 911 funding for all current and future 911 technologies rather than restricting funds to enhanced 911 services only.

Amends Section 76-16 to exempt the 911 board executive director and staff from civil service (Chapter 76) and collective bargaining (Chapter 89) requirements.

Updates definitions in Chapter 138 to replace "enhanced 911" terminology with "911" throughout, including "automatic location identification," "automatic number identification," and related fund and service cost definitions.

Clarifies the 911 board's authority to employ independent third-party accounting firms, consultants, and other staff exempt from state civil service and collective bargaining laws.

Effective date: July 1, 2024.
