Consolidates the Criminal Justice Data Sharing Working Group (established in Act 157, Session Laws of Hawaii 2023) and the Gun Violence and Violent Crimes Commission into a single entity called the Criminal Justice Data Sharing and Research Group within the Department of the Attorney General.

Establishes group membership including the Attorney General (as chairperson), chief justice, directors of corrections/rehabilitation and law enforcement, administrative director of courts, public defender, all county prosecuting attorneys and police chiefs, university deans, and chairs of relevant senate and house committees.

Directs the group to develop a statewide criminal justice data repository by July 1, 2028, including formal memoranda of agreement between participating departments and agencies to ensure continued operation and coordination.

Specifies detailed data elements to be shared across criminal justice system agencies, including pre-charging information, case details, defendant demographics, charges, bail/bond conditions, sentencing information, inmate records, and probation/community control supervision data.

Requires annual legislative reports by twenty days prior to each regular session with recommendations for legislative or administrative action needed to address data sharing concerns; allows legislative reference bureau to draft proposed legislation upon request by October 1st annually.
