Establishes the Digital Equity Grant Program administered by the Hawaii broadband and digital equity office within the department of business, economic development, and tourism.

Defines eligible projects as those promoting digital literacy, broadband affordability, digital navigators, access to digital devices, broadband service subscriptions, wifi routers, and similar digital inclusion initiatives, excluding broadband infrastructure deployment.

Prioritizes grant awards to nonprofit, non-governmental entities with demonstrated experience serving covered populations (low-income households, seniors, veterans, individuals with disabilities, rural residents, homeless individuals, and others facing digital inequity).

Requires applicants to submit annual applications during a 60-90 day submission period and provide evidence of community need, project plans with measurable goals, matching funds, and alignment with the state digital equity plan.

Directs the department to adopt rules by January 1, 2025 governing application submission and review, project administration, grant agreements, and oversight provisions without imposing unreasonable financial penalties or liquidated damages.
