• Requires the Chief Energy Officer to submit reports to the legislature no later than twenty days before each regular session on the status and progress of clean energy initiatives, renewable energy programs, and energy security special fund activities.

• Mandates that reports include spending plans, all expenditures of energy security special fund moneys, targeted markets for expenditures with justification, persons to be served, specific program objectives, and measurable outcomes.

• Updates Section 196-41 to assign the Chief Energy Officer responsibility for developing renewable energy programs for state government agencies and working with federal agencies on research and development funding to support Hawaii's renewable portfolio standards.
