Transfers authority for approving solar water heater system variances from the Hawaii State Energy Office chief energy officer to the appropriate county planning department.

Allows counties to approve variances from the solar water heater requirement for new single-family dwellings based on poor solar resources, cost-prohibitive installation, alternative renewable energy systems, or approved demand water heaters.

Requires county planning departments to publicize all variance applications within seven days of receipt and their disposition within seven days of determination.

Authorizes counties to impose and collect fees to cover variance administration costs, with fees deposited into the county planning department operating fund instead of the state energy security special fund.

Effective upon approval, taking effect on July 1, 2025.
