HB2371 Summary

• Requires the Office of Planning and Sustainable Development to publish a statewide climate adaptation and resilience implementation plan every five years, with the first plan due to the legislature no later than twenty days before the 2027 regular session.

• Plan must aggregate climate risk and hazard data, determine the state's overall financial risk and exposure to climate change, assess adaptation options, and recommend land use and infrastructure changes to protect economies, environment, and community well-being.

• Plan shall incorporate recommendations from existing reports and plans including the Hawaii 2050 Sustainability Plan, Hawaii sea level rise vulnerability report, multi-hazard mitigation plan, drought plan, water plan, wildfire protection plans, and county climate and sustainability plans.

• Appropriates $500,000 for fiscal year 2024-2025 to fund two Planner V positions, one Planner IV position, computers, publication costs, website development, and other necessary expenses.

• Becomes effective July 1, 2024.
