Amends Act 164, Session Laws of Hawaii 2023, by adding a new section to appropriatiate $50,000,000 from the general fund for the solar energy storage loan program for the Hawaii Green Infrastructure Authority (BED138) in fiscal year 2023-2024.

Requires the appropriated funds to be deposited into the clean energy and energy efficiency revolving loan fund established under Hawaii Revised Statutes section 196-65.5 for making solar and storage loans.

Specifies that appropriated moneys shall not lapse at the end of fiscal year 2023-2024, but any remaining unencumbered funds shall lapse on June 30, 2025.

Requires the Hawaii Green Infrastructure Authority to submit a report to the legislature no later than 20 days before the 2025 regular session convening outlining plans to revolve moneys back into the green infrastructure special fund to achieve self-sufficiency.

Effective date of January 1, 2060.
