Appropriates $379.7 million for fiscal year 2024-2025 to fund collective bargaining cost items and salary adjustments for bargaining units (1), (2), (3), (4), (8), (9), (10), (13), and (14) across executive branch, University of Hawaii, and Department of Education.

Allocates $290.4 million in general funds, $41.9 million in special funds, $26.9 million in federal funds, and additional funding from other sources (American Rescue Plan funds, trust funds, revolving funds) for fiscal year 2024-2025.

Provides $102.1 million in general funds for Department of Education collective bargaining costs in fiscal year 2024-2025 from an arbitration award.

Appropriates $40.4 million for Hawaii Health Systems Corporation and $8.1 million for legislative entities and agencies for health benefits trust fund costs for excluded employees in fiscal year 2024-2025.

Determines that appropriations will exceed the state general fund expenditure ceiling for fiscal year 2024-2025 by $365.4 million (3.3 percent) and takes effect July 1, 2024.
