Amends Act 164, Session Laws of Hawaii 2023 by adding three new sections authorizing the governor to transfer appropriated funds under specified conditions.

Section 22A: Governor may transfer savings or unrequired balances between programs to address natural disasters or unforeseen emergencies if formally declared, with authority expiring July 1 of the following fiscal year and requiring notification to the legislature within five days and an annual report by September 1.

Section 22B: Governor may transfer operating funds between appropriations within the same fund and agency, subject to reporting requirements within five days of each transfer and a comprehensive summary report due 30 days before the 2025 regular legislative session.

Section 22C: Governor may transfer general fund savings to the Department of Land and Natural Resources' Firefighter's Contingency Fund for wildland fire prevention, control, and extinguishment activities and mutual aid agreements.

Effective date: July 1, 3000.
