Amends Act 164 (General Appropriations Act of 2023) to adjust funding for Department of Transportation programs due to the elimination of a budget proviso that previously allowed departments to transfer funds between programs.

Increases funding for Oahu Highways (TRN501) Operating budget from $91,594,359 to $93,045,019, and Investment Capital allocations to support purchase of a replacement barrier transfer machine for high occupancy vehicle lanes.

Decreases funding for Highways Administration (TRN595) Operating budget from $200,645,923 to $196,403,474 and reduces Investment Capital allocations, with the $3,952,250 in program savings transferred to Oahu Highways.

Maintains budget neutrality across Department of Transportation allocations while addressing the critical funding emergency created by the removal of the inter-program transfer proviso.

Takes effect on July 1, 2050 and is recommended by the governor for immediate passage.
