Establishes "social equity" as a foundational principle in Hawaii's clean energy transition by requiring the clean energy initiative program to design and implement plans to increase clean energy jobs and evaluate strategies that advance equity across all communities.

Adds two new requirements to the Hawaii clean energy initiative program: a plan (2023-2030) to increase jobs meeting the state's self-sufficiency standard with workforce development for workers transitioning from carbon-heavy industries, and strategies for advancing social equity in clean energy adoption.

Expands the energy security special fund to authorize spending on job creation in clean energy sectors, workforce development programs for transitioning workers, and initiatives that strengthen social equity in clean energy technology adoption and climate resilience programs.

Defines "social equity" in statute as fair treatment in development, implementation, and enforcement of environmental and climate-related policies for all individuals regardless of race, color, ethnicity, national origin, sexual orientation, gender identity, age, or income level.

Appropriates unspecified amounts from general revenues to the energy security special fund for fiscal years 2023-2024 and 2024-2025, with funds directed to the clean energy initiative program for job planning and equity strategy implementation.
