HB 2393 Summary

• Requires health insurers, mutual benefit societies, and health maintenance organizations to provide mammography coverage with dollar limits, deductibles, and copayments at least as favorable as those for other radiological examinations.

• Amends external review procedures in sections 432E-34, 432E-35, and 432E-36 to allow the insurance commissioner to override health carrier determinations of ineligibility and require external review consideration.

• Expands the documents health carriers must provide to independent review organizations to include all documents related to external review requests, not just those considered in the initial adverse action.

• Clarifies that health carriers must provide all requested documents within five business days or the independent review organization may terminate the review and reverse the adverse action.

• Takes effect July 1, 2025.
