Amends Section 121-39 to authorize the State to provide TRICARE Reserve Select health insurance allowances for officers in grades O-3 and below and warrant officers in grades CW-2 and below when activated for more than thirty days and not otherwise covered by health insurance.

Amends Section 121-40 to authorize the State to provide TRICARE Reserve Select health insurance allowances for enlisted personnel in grades E-6 and below when activated for more than thirty days and not otherwise covered by health insurance.

Allowances cover the individual service member and their family members if the service member has eligible dependents under TRICARE rules.

Maintains existing provisions requiring electronic direct deposit of pay to personal banking accounts for both officers and enlisted personnel.

Takes effect upon approval.
