Amends Section 76-16, Hawaii Revised Statutes, to exempt an additional administrative assistant position in the Hawaii State Public Library System from civil service requirements.

Changes the number of exempted administrative assistants to the state librarian from one to two positions.

Makes minor technical corrections to statutory language, including deletion of "as such" in reference to Hawaii National Guard personnel and capitalization of "Hawaii" in the state energy office provision.

Takes effect upon approval by the governor.
