Amends Hawaii Revised Statutes Section 302A-430 to extend workers' compensation coverage to newly graduated high school students participating in Department of Education-sponsored work-based learning programs.

Covers newly graduated high school students through July 31 of their high school graduation year while participating in school-approved work-based learning internships with private or public employers.

Designates the State as the responsible employer for workers' compensation purposes during this summer period, making such coverage the exclusive remedy against the State and participating private employers.

Takes effect July 1, 2050.
