Requires persons constructing covered renewable energy projects (1 megawatt or greater capacity) to submit a signed attestation or declaration to the Department of Business, Economic Development and Tourism within 30 days of construction start.

Attestation must confirm that all contractors and subcontractors will use apprentices enrolled in Hawaii apprenticeship programs, maintain workplace harassment and diversity policies, remain licensed and eligible for public works contracts, and comply with workers' compensation, safety, and wage and hour laws.

Contractors must provide quarterly reporting and recordkeeping to the project owner or electric utility, demonstrate seven-year compliance history (or available history for new businesses), and offer health care and retirement benefits to employees.

Attestation shall include project megawatt capacity, physical footprint in acres, geographic location, estimated workforce requirements, and good faith effort documentation regarding apprentice usage.

Attestations are subject to public records disclosure but are for reporting purposes only; the department cannot use them to investigate, regulate, or enforce the stated matters. Effective July 1, 3000.
