Increases the Commission on Water Resource Management from seven to eight members by adding the chairperson of the Hawaiian Homes Commission or their designee as an ex officio voting member.

Maintains the existing ex officio voting membership of the director of health or their designee alongside the newly added Hawaiian Homes Commission chairperson.

Requires only five of the eight commission members to have substantial experience in water resource management, with at least one member having expertise in traditional Hawaiian water resource management techniques and riparian usage.

Aligns the commission's membership structure with the statutory requirement in section 174C-101(a) that commission decisions incorporate and protect adequate water reserves for current and foreseeable development and use of Hawaiian home lands.

Takes effect upon approval.
