Adds the chairperson of the Hawaiian Homes Commission or their designee to the Hawaii Community Development Authority as a member.

The Hawaiian Homes Commission chairperson shall serve as a non-voting member and shall not be counted toward determining quorum or majority for any community development district matters.

Applies this non-voting status specifically to matters affecting the Kalaeloa community development district, with full membership structure described for Heeia, Kakaako, and Pulehunui districts.

Updates Section 206E-3 of Hawaii Revised Statutes to include the new position and clarifies appointment procedures and member terms.

Takes effect upon approval.
