Increases the loan limit for direct loans from the Department of Hawaiian Home Lands from 50 percent to 75 percent of the maximum single residence loan amount allowed in Hawaii by the U.S. Department of Housing and Urban Development's Federal Housing Administration.

Amends Section 215 of the Hawaiian Homes Commission Act of 1920 to apply the higher loan limit to loans for repair, maintenance, purchase, and erection of dwellings and related permanent improvements for lessees.

Maintains existing loan limits of $200,000 for farm, ranch, and aquaculture operations, and allows the department to determine loan limits for mercantile establishments based on proposed operations and available security.

Takes effect on either the date of the Secretary of the Interior's notification letter that the Act meets none of the criteria in 43 CFR section 48.20, or when United States Congress approval becomes law.

Specifies that amendments to Section 215 shall not be repealed when Act 107 (2000) or Act 85 (2008) take effect with Congressional consent.
