Adds definitions of "aggravated circumstances," "harm," and "threatened harm" to Hawaii Revised Statutes Chapter 350, referencing their meanings in section 587A-4.

Requires the department to maintain a central registry of confirmed child abuse or neglect cases and include perpetrators' names when confirmed by preponderance of evidence.

Establishes automatic expungement of names from the registry if a report is determined not confirmed by the department or if the family court dismisses a petition or finds facts not proven by preponderance of evidence.

Allows persons on the registry to request expungement after five years if the record does not involve aggravated circumstances, has no subsequent reports, and meets other criteria; the department may grant expungement upon finding good cause that it serves the interests of justice.

Takes effect July 1, 2025.
