Amends Section 587A-10, Hawaii Revised Statutes to clarify licensing requirements for relatives seeking to become resource caregivers for children in foster care.

Requires the Department of Human Services to issue a child-specific license only if the relative submits an application, meets the established licensing standards in department rules, and the child is actually placed with the relative.

Provides that if a license is denied because the applicant failed to meet licensing standards, the applicant has the right to an administrative appeal to contest the denial.

Specifies that if an applicant meets licensing standards but the child is not placed with them, the applicant cannot pursue an administrative appeal but may seek judicial review in family court regarding the placement decision.

Takes effect upon approval.
