Establishes a priority application period for the Preschool Open Doors Program between February 1 and the start of each program year, during which the six-tier priority selection system applies.

Applications received after the priority application period through January 31 of each year must be processed on a first-come, first-served basis for the remainder of that program year.

Defines "program year" as the state fiscal year for purposes of the application timeline.

Aims to reduce waitlists, increase accessibility to preschool programs, and maximize the use of appropriated funding for three- and four-year-old children.

Effective July 1, 3000.
