Authorizes the Department of Human Services to provide temporary emergency public assistance, case management, and recovery services to residents and organizations affected by declared emergencies after the governor's proclamation ends, subject to available funds.

Establishes an emergency management program within the office of the director to develop emergency management plans, conduct staff training, coordinate with federal and county agencies, establish community partnerships, and pursue grants.

Allows the department to contract with provider agencies to administer emergency assistance programs, with procurement exempt from chapters 103D and 103F until June 30, 2026.

Authorizes the department to accept and expend grants, donations, and contributions from private or public sources for emergency assistance purposes consistent with donors' wishes.

Appropriates an unspecified sum from general revenues for fiscal year 2024-2025 to fund the emergency management program, operating expenses, and one full-time program administrator position.
