Amends Hawaii Revised Statutes Section 572-6 to allow marriage license applicants to appear in-person or by synchronous online access before a Department of Health employee or authorized agent.

Permits applicants to file marriage license applications remotely by synchronous online access before an agent, subject to rules adopted by the Department of Health under chapter 91.

Amends Hawaii Revised Statutes Section 572B-6 to allow civil union license applicants to appear in-person or by synchronous online access before an agent, as authorized by the Department of Health in adopted rules.

Authorizes the Director of Health to establish rules governing the procedures and requirements for synchronous online access applications for both marriage and civil union licenses.

Takes effect on April 14, 2112.
