Establishes an Emergency Aeromedical Services Partnership Program to be administered by the Department of Health in cooperation with the counties of Kauai, Maui, and Hawaii.

Requires memoranda of agreement defining cost-sharing responsibilities: the State funds aircraft provision and maintenance while counties fund aircraft operations including flight crew and medical staff.

Counties must submit information for third-party reimbursement claims within 30 days of service, with reimbursement revenues deposited into the Emergency Medical Services Special Fund and distributed quarterly to participating counties (50% equally divided, 50% proportionate to billed amounts).

Appropriates $18,000,000 from general revenues for fiscal year 2024-2025 to the Emergency Medical Services Special Fund for program establishment.

Requires the Department of Health to adopt interim rules by January 4, 2026, exempt from standard rulemaking procedures, remaining in effect until July 1, 2028 or until permanent rules are adopted.
